Indonesia is poised for a significant shift in its presidential nomination process as lawmakers deliberate on new rules ahead of the 2029 general election. The proposal under discussion requires presidential candidates to secure backing from at least two parliamentary factions, a move that could reshape the political landscape following a Constitutional Court ruling that invalidated previous nomination thresholds.
The January 2025 court decision struck down the requirement that a political party or coalition needed either 20% of parliamentary seats or 25% of the national vote from the last legislative election to nominate a presidential ticket. The proposed new rule aims to streamline the nomination process, preventing an overwhelming number of candidates, but it also raises concerns about limiting smaller parties’ access to the presidential race, especially those without parliamentary representation.
Currently, eight parties hold seats in Indonesia’s Parliament following the 2024 legislative elections. The idea of requiring dual-faction support has garnered backing from some political leaders, including NasDem Party chairman Surya Paloh. However, it has faced criticism from other political figures and analysts who argue that such a requirement could unfairly disadvantage smaller parties and independent candidates.
In tandem with the nomination discussions, there is also a debate concerning the parliamentary threshold. Members of the ruling coalition have suggested increasing the threshold for parties to secure parliamentary seats from 4% to 5%. The Constitutional Court has previously indicated that this threshold should be reviewed before the next election cycle.
These potential changes are still under discussion, and the final decision on presidential nominations and parliamentary representation has yet to be finalized.
