The selection of a new Supreme Leader has been further complicated by unverified reports that the interim cleric appointed to the leadership council, Ayatollah Alireza Arafi, may have also been targeted. While the Iranian government has officially remained silent on these rumors, the “fog of war” in Tehran is so thick that nobody is certain who is actually in charge of the transition process.

The Assembly of Experts is reportedly meeting in high-security, undisclosed locations to prevent another decapitation strike. This atmosphere of paranoia is hampering the ability to build a consensus on a permanent successor. While Mojtaba Khamenei remains the most talked-about candidate, the optics of a “dynastic transition” during a war are seen by some as a liability that could further fuel public resentment.

The sudden removal of the Supreme Leader’s wife and other family members in the strikes has also stripped Mojtaba of his primary support network within the “House of the Leader.” This leaves him vulnerable to challenges from more established clerics or IRGC generals who believe a civilian-clerical leader is no longer fit for a nation at war.

International intelligence agencies are struggling to map the current power dynamics. With so many officials killed, the “kingmakers” of the previous era are gone. This has created a vacuum where mid-level officers and younger clerics are vying for influence, making the transition process more volatile and unpredictable than any in the Republic’s history.

Until a permanent figurehead is named and successfully presented to the public, the interim council remains a “government of shadows.” The lack of a clear, living successor is the greatest threat to the regime’s continuity. Without a focal point for the revolution’s ideology, the system risks dissolving into a collection of competing security agencies.
